Kathmandu, December 27, 2025: With the House of Representatives elections scheduled for March 5, 2026, the Election Commission (EC) has issued important directives regarding proportional representation (PR) candidate submissions and temporary voter registration.
The Commission has urged all political parties to submit their closed lists of PR candidates by 4 PM on December 28 and 29. Parties are required to complete all necessary procedures and submit supporting documents to the Office of the Election Officer. Narayan Prasad Bhattarai, Joint Secretary and Spokesperson of the EC, stated that political parties may choose to make their candidate lists public either before or after submission. The submission must comply with the House of Representatives Members Election Act-2074 BS, the Election Regulations-2074 BS, and the Proportional Representation Election Directives-2082 BS.
In addition, the EC has finalized the categories of individuals who will be included in the temporary voter list. Eligible temporary voters include employees of federal, provincial, and local government offices, members of the Nepali Army, Nepal Police, Armed Police Force stationed in barracks, detainees and prisoners, personnel deployed for election duties, and residents of government-approved old-age homes. Heads and office bearers of constitutional bodies are also included.
To manage the preparation of the temporary voter list, the EC has formed a Temporary Voter List Coordination Committee led by an Election Commissioner. The committee will include secretaries from relevant ministries, EC joint secretaries, and senior officials, while district-level coordination will be led by Chief District Officers and district security chiefs.

The collection and updating of the voter roll will continue until mid-November, following an ordinance issued by President Ramchandra Paudel. Citizens turning 18 by March 4, 2026, are eligible to register, with the deadline for updates set at November 16. This amendment allows voter roll updates to continue even after elections are officially declared, ensuring smooth preparation for the upcoming polls.
Prime Minister Sushila Karki’s interim government is tasked with overseeing the House of Representatives elections as mandated after the Gen Z protests in September 2025.
